What Is the eBay UK Regulatory Operating Fee?
Short answer: it is a small percentage charged to business sellers covering eBay's cost of complying with UK digital regulations. Private sellers do not pay it, because private sellers do not pay selling fees at all.

What it actually covers
Online marketplaces operating in the UK carry compliance obligations, including reporting seller data to HMRC under digital platform reporting rules. eBay passes some of that cost on through this fee. It is not a tax, and it is not something you can opt out of.
How it is calculated
Like the final value fee, it is charged on the total amount the buyer pays, which means item price plus any postage you charged. Business sellers also have VAT applied on top, which makes the effective rate slightly higher than the headline figure.
That base matters. Charging more for postage to make your item price look competitive does not reduce this fee, because postage is inside the calculation.
Why it looks trivial and is not
It is a fraction of a percent, which is easy to dismiss. On a single sale it is pennies. Across a few hundred sales a month at thin margins it becomes a real number, and it sits alongside the final value fee, the per-order fee and VAT rather than replacing any of them.
